KAHAMA URBAN WATER SUPPLY AND SANITATION AUTHORITY(KUWASA) JOBS, OCT.2013

Kahama Urban Water Supply and sanitation Authority (KUWASA) is an entity established to operate the reliable, affordable and sustainable Water Supply and sanitation service in Kahama Town. The Authority was established on 21st June 2002 in accordance with the water works Act, Cap 272 of 1997 which have been recently replaced by section 60 of the Water Supply and sanitation Act No. 12 of 2009.
The Authority is a semi- Autonomous under the Board of Directors in accordance with section 4(1) and (5) of the water work regulation of 1997.
The Authority is hereby inviting applications from suitably qualified and experienced, dynamic, motivated, innovative and result oriented Tanzanians to fill the positions that currently exist in the Authority.

  1. Technical Manager (One Post)
Reports:Managing Director
Duties and Responsibilities
Head of the technical department responsible for water production, water distribution, and waste water disposal; planning, designing and construction, maintenance and repair activities of the Authority.
Responsible for the performance of all water supply and sewerage systems according to agreed performance and public health standards.
To develop the reporting and information requirements for monitoring operating performance of water production, sewerage, and maintenance and repair operations.
Oversees the prudent management of the Authority's resources, and maintains proper records of those resources; ensure smooth running of all Authority's Projects from project inception to implementation stage.
Recommend and ensure compliance of policies, standards and procedures for the control of water quality.
Reviewing annual budgets and manpower plans for the Technical Department.
Develop of water quality monitoring and co-ordinate the sampling of water supplied.
Prepare/Review annual budgets and manpower plans for the Technical Department.
Advise the Authority in all Technical issues.
Carry out any other duties as may be assigned.
Qualification
Bachelor's degree in Civil/water Engineering. A candidate with a postgraduate qualification in a related field or Management will be an added advantage.
Registered with Engineers Registration Board of Tanzania,
With at least 5 years working experience as a Senior Engineer in Water and Sewerage Section.
Must be a computer literate.

 2. Administrative and Human Resources Officer (One Post)
Reports:Managing Director Duties and Responsibilities.
Preparing and maintain schedules of Human Resource and skill inventory by department/section for the Authority.
Coordinate and ensure proper upkeep of personnel records.
Ensuring that human resource policies and regulation, standing orders, staff circulars are interpreted and implemented effectively.
Ensure staff are trained and motivated for efficient performance
Ensure smooth discharge, maintenance and scheduling of administrative activities such as, registry activities postal service, transportation, insurance of property and workers, proper housekeeping environment up- keeping etc.
Process recruitment, promotion and confirmation of employees as directed
Manage staff discipline by counseling where necessary for betterment of performance.
Assisting the management in preparation of voluntary agreement, negotiating with Trade Unions and administering proper industry relation and high work morale programmes
Undertake training needs assessment and prepare annual staff training and development programme.
Advising on employees benefits entitlements and welfare as well as process annual leave for staff
Establishing and maintaining Human resources information systems. Ensuring that annual performance appraisals for all staff are carried out.a Perform any other duties as may be assigned by the managing Director
Qualification
Holder of Degree in Human Resources Management/Public Administration or its equivalents
The candidate should have least five (5) years working experience from a reputable organization.      
Must be a computer literate preferably in Human resource management software.


3. Meter Readers (Two Posts)
Reports:Zonal supervisors. Qualification
Holder of form IVNI
Must have computer knowledge.
At least three years (3) working experience in the related field.
Duties and Responsibilities
Prompt accurate and efficient reading of meters within the specified area, within the urban water Authority.
Reporting of faulty meter to the relevant officers.
Reading water meter monthly and properly recording the meter readings according to the standard procedures.
Undertaking training on meter reading and how to maintain the required standard of documentation.
Reporting illegal connections which have been notice during discharging meter reading assignment.
Carrying out any other duties as may be assigned by the utility Manager.

4.Maintenance and Repair Supervisor (One Post)
Reports:HR and Administration Officer
Duties and Responsibilities
Carry out maintenance and repair works of all vehicles, motorcycles, mechanical, electrical installations and equipments in the Authority including water meters in accordance with the schedule prepared.
Monitor and certify vehicles, motorcycles, mechanical and electrical works done by external service providers.
Monitor the trends of performance of all plant machineries and advise on all aspects of that might have an impact on their efficiency.
Maintain all records on all vehicles, motorcycles, mechanical and electrical related equipments and prepare periodic reports outlining the performance of the same
Prepare the timetable for the motor vehicle, plants services and maintenance.
Carry out regular inspection and maintenance requirements of the Authority's vehicles, motorcycles, infrastructure, equipment and fittings in order to ensure that they all are in sound condition.
Timely attend to unscheduled maintenance and repair works.
Conduct general service and minor repair to motor vehicle and plants. Initiate the annual budget for motor vehicle and plants services and repair. Carry out any other duties as may be assigned.
Qualification
Must be a holder of Full Technician Certificate /Diploma in Mechanical preferably in motor vehicle mechanics/Automobile from a recognized Institution.          
Must possess a clean and valid class C driving license.         
Computer literacy
At least five (5) years experience.

5.Plumbers (Two Posts)
Reports:Planning and construction Engineer
Duties and Responsibilities
Connecting new customers to the water system after paying their new connection fees.
Ensuring that new customers are reported to the Business department.
Ensuring that all reported leakages are curbed promptly.
Preparing monthly and quarterly reports
Detecting, reporting and taking measures against illegal connection which have been noticed
Ensuring that customer meters are shifted outside of their houses
Carrying out any other duties as may assigned the utility Manager.
Qualification
Holder of form four (IV) VI
Holder of trade test I in plumbing and fitting from VETA or any other recognized vocational training Institution
At least three (3) working experience.

6. Accounts Assistant (One Post)
Reports:Head of Accounts
Duties and Responsibilities
Receiving properly and accounting for all the cash and cheques from water and sewerage customers.
Tallying of cash received with receipt book totals.
Keeping in safe custody all moneys received under lock and key; transfer it to Revenue
Collection supervisor for daily banking.
Maintaining adequate and accurate records of cheques received.
Ensuring that cash balances are done on daily basis.
All work order form are completed and signed daily.
Handing over cash to Revenue Collection supervisor by using a proper handing over procedure.
Perform any other duties as may be assigned.
Qualification
Holder of diploma in accounts IATECH or its equivalent
Candidate must posses computer knowledge with accounting package. Knowledge on billing software specifically on cash points will be an added advantage.
At least three (3) years working experience.
