                                              VACANCIES ANNOUNCEMENT

On behalf of the Tea Board of Tanzania (TBT), the Public Service Recruitment
Secretariat invites qualified Tanzanians to fill 2 vacant posts in the above public
institution.
NB: GENERAL CONDITIONS
i. All applicants must be Citizens of Tanzania and not above 45 years old,
however, should also observe the age limit for each position where indicated.
ii. Applicants must attach an up-to-date current Curriculum Vitae (CV) having
reliable contact postal address, e-mail address and telephone numbers.
iii. Applicants should apply on the strength of the information given in this
advertisement.
iv. The title of the position and institution applied for should be written in the
subject of the application letter and marked on the envelope; short of
which will make the application invalid.
v. Applicants must attach their detailed relevant certified copies of Academic
certificates:
- Postgraduate/Degree/Advanced Diploma/Diploma/Certificates.
- Postgraduate/Degree/Advanced Diploma/Diploma transcripts.
- Form IV and Form VI National Examination Certificates.
- Computer Certificate
- Professional certificates from respective boards

- One recent passport size picture and birth certificate.
vi. FORM IV AND FORM VI RESULTS SLIPS ARE STRICTLY NOT ACCEPTED
vii. Testimonials, Partial transcripts and results slips will not be accepted.
viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action
ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.
x. Applicants for entry levels currently employed in the Public Service should not apply, they have to adhere to Government Circular Na. CAC. 45/257/01/D/140 dated 30th November, 2010.
xi. Applicants who have/were retired from the Public Service for whatever reason should not apply.

1.0 TEA BOARD OF TANZANIA (TBT)
Tea Board of Tanzania (TBT) is a Regulatory Board established under section 3 of the Tea Act of 1997. TBT has a legal mandate to regulate and supervise the Tea Industry in Tanzania.

1.1 DIRECTOR OF FINANCE AND ADMINISTRATION - 1 POST
1.1.1 REPORTS TO : DIRECTOR GENERAL
1.1.2 LOCATION : DAR ES SALAAM
1.1.3 DUTIES AND RESPONSIBILITIES
  • Interpreting the Tea Act in terms of Finance and Administration and thereby formulating relevant policies for the Tea Board.
  • Putting in place the Board’s Financial and Administrative guidelines for implementation.
  • Providing financial guidance and report through regular budgetary control systems and management accounting reports.
  • Leasing with financial institution including banks and the Government on matters relating to the Tea Board’s Funds.
  • Ensuring preparation of the Board’s, Annual Budgets and Budgetary Control Statements.
  • Preparing Annual Financial Statements for the Board.
  • Arranging Annual Audit of Accounts.
  • Overseeing all administrative matters covering:
  • Estate Management;
  • - Staff Welfare;
  • - Training;
  • - Resource availability for Board’s operation;
  • - Staff performance and discipline.
  • Providing overall leadership and guidance to the Directorate’s staff.
  • Approving expenditures for the Tea Board on the fund as per the approved Financial Regulations and within approved budget.
  • Ensuring adequate insurance covers for Tea Board’s property.
  • Monitoring and reporting on the funding of the Board.
1.1.4 QUALIFICATIONS AND EXPERIENCE
  • Master’s degree in Finance or Business Administration, Public Administration or Accounting plus CPA (T)/ACCA and registered by NBAA.
  • Knowledge in Computer Programme e.g. Ms Word, Excel, Power Point and Accounting Package especially application of Pastel.
  • Must have 10 years working experience of which 5 years in Managerial level at Public or Private Sector performing Finance and Administration activities.
1.1.5 OTHER ATTRIBUTES
  • In addition to the qualification specified above applicants are expected to posses the following:
- Capacity to work under pressure and meet deadlines.
- Excellent interpersonal and communication skill.

1.1.6 REMUNERATION
  • Attractive salary will be offered according to Tea Board salary scales.
1.1.7 AGE LIMIT:
  • Not more than 50 years of age.
1.2 PRINCIPAL HUMAN RESOURCES OFFICER - 1 POST
1.2.1 REPORTS TO : DIRECTOR OF FINANCE AND ADMINISTRATION
1.2.2 LOCATION : DAR ES SALAAM
1.2.3 DUTIES AND RESPONSIBILITIES
  • Supervise recruitment and placement.
  • Participate in reviewing and providing advice on interpretation and application of policies, regulations and rules.
  • Monitor implementation of security and cleanliness contracts.
  • Participate in human resources planning.
  • Develop staff training and development programme.
  • Supervise implementation of strategies for maintaining harmonious working environment.
  • Participate in processing staff performance appraisal report.
  • Supervise handling of staff disciplinary matters.
1.2.4 QUALIFICATIONS AND EXPERIENCE
  • Masters Degree in Public Administration, Law, Human Resources, Management or its equivalent from a recognized University/Institution.
  • Knowledge in Computer Programme e.g. Ms Word, Excel and Power Point.
  • Must have 5 years working experience of which 3 years in senior level at Public or Private Sector performing Administration activities.
1.2.5 OTHER ATTRIBUTES
  • In addition to the qualification specified above applicants are expected to posses the following:
