The QED Group is seeking a Chief of Party for anticipated work on the three-year M&E Services project in conjunction with USAID/Tanzania. The goal of this project is to provide USAID/Tanzania substantive support with the collection of qualitative, quantitative, and analytical information to assist in assessing and evaluating the newly developed Country Development Cooperation Strategy’s (CDCS) development hypothesis through performance monitoring and reporting, annual evaluations of project achievements, and assessments of geographic or sectoral impacts across the Mission’s portfolio of projects in health, natural resource management, democracy & governance, and education.
1. Chief of Party – USAID/Tanzania M&E Service
Duties and Responsibilities:
The Chief of Party will serve as the main point of contact between USAID and The QED Group, and will be responsible for reporting to both. S/he will additionally be responsible for:
- Ensuring effective and efficient performance for all aspects of the project;
- Communicating with project management staff on the project status, performance, and impact; ensuring project results are achieved in a cost effective, compliant, and sustainable manner;
- Interacting professionally with senior Mission, Embassy, and government officials, and coordinating with implementing partners and stakeholders on policy and programmatic issues, best practices and lessons-learned;
- Overseeing all quality control and reporting.
Key Qualifications:
· A minimum of ten (10) years of experience in international development, including experience and technical knowledge in the design, management evaluation of multi-million dollar development projects.
· A minimum of five (5) years of in Chief of Party or senior field management roles (Project Director, Regional Director, Country Director, etc.), demonstrating professional interaction with senior U.S. and foreign government officials.
· Prior experience in the supervision of long-term field staff and short-term U.S., third country, and local experts.
· Fluent spoken and written English.
2. Sr. M&E Advisors– USAID/Tanzania M&E Services (Tanzanian Nationals)
· The design, quality development
and production of all evaluations reports and any assessments,
population based surveys, and studies including the testing of the
development hypotheses.
· Overseeing monitoring, evaluation, analyses,
and assessments throughout the life of the project, including the data
collection, design of the evaluation methodology and participatory data
collection methods and protocols, and data quality verification
techniques.
· Design of the evaluation
methodology and participatory data collection methods and protocols for
both performance and impact evaluations.
· Maintenance of Mission and IPs performance management plans.
Additional responsibilities for the Sr. M&E Advisor position attached to the GOT:
· Developing and implementing
strategies that will ensure sustainability of performance monitoring
& evaluation process beyond the five-year implementation period of PFG.
· Coordinating M&E efforts with the USAID/Tanzania mission and other GoT offices (e.g. Prime Minister’s Office).
· Facilitating training and capacity building of M&E staff and/or units from different GoT ministries & agencies.
Key Qualifications for both positions:
· An advanced degree in development, statistics, economics, or related;
· A minimum of ten (5) years
(ten [10] with a bachelor’s degree) of demonstrated experience in the
design and management of evaluations (impact and performance), analyses and assessments of donor-funded programs, including :
§ evaluation methodology design;
§ population based surveys;
§ development of performance management plans (PMPs);
§ participatory data collection methods and protocols;
§ data quality verification techniques.
· Demonstrated knowledge in
performance monitoring of international development tasks, data
collection, and data management;
· Familiarity with USAID policies related to evaluation and performance management highly desirable;
· Fluency in English with Kiswahili fluency preferred.
· Previous experience working with the Government of Tanzania and monitoring and System framework of MKUKUTA (Mkakati wa Kukuza Uchumi na Kuondoa Umasikini [Tanzania National Strategy for Growth and Poverty Reduction]). Previous experience working with the GoT is highly preferred (for the embedded GOT position).
3.Finance & Administration (F&A) Manager – USAID/Tanzania M&E Services
- Manage and maintain accounting and finance records in accordance with USAID regulations and QED corporate policies, and monitor project accounts;
- Ensure that project expenditures are within established budget parameters and confirm completion of corresponding documentation;
- Responsible for preparation of monthly, quarterly, and annual financial reports as required;
- Tracking the transfer of funds between the headquarters office and field office;
- Provide day-to-day management of the systems for financial transactions in Tanzania.
- Tanzanian citizenship required;
- Bachelor’s degree in Finance, Business Administration, or related field;
- At least 5 years of experience in accounting and finance activities in the international development sector;
- Experience managing financial transactions on USAID-funded programs and familiarity with USAID regulations;
- Experience with relevant financial software packages, including Microsoft Excel;
- Excellent English writing skills and speaking ability.
4. Monitoring & Evaluation Sectoral Specialists (Tanzanian Nationals) – USAID/Tanzania M&E Services
Key Qualifications:
- At least five years (5) years of relevant M&E experience in in one of the above sectors.
- Experience in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting preferred;
- Previous experience on USAID or other donor-funded evaluations and familiarity with USAID evaluation policy and approach.
- Excellent English writing and speaking skills.
- They must reflect significant experience in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, management information systems, information management design and training, program management, and working in challenging political environments.
- The candidates must be able to work comfortably with a variety of stakeholders, including USAID and USG representatives, senior-level Government of Tanzania officials, NGO representatives, community service organizations, and project participants. Innovative mixes and combinations of technical, research, and management specialties and expertise are encouraged.
