Background
Since gaining independence in 1961, the United Republic of Tanzania has carried out significant initiatives to improve governance and promote and protect human rights. Since the early 1990's the country has undertaken various public sector reforms including; financial management, local government, the legal sector and others aimed at improving transparency and accountability. Tanzania has ratified and domesticated a number of international and regional human rights instruments and set up the Commission for Human Rights and Good Governance (CHRAGG), an institution to further enhance the on-going human rights work in Tanzania.
In addition, the Government of Tanzania (GoT) decided to implement the recommendation from the Vienna Declaration and Programme of Action, on ‘drawing up a national action plan identifying steps whereby that State would improve the promotion and protection of human rights' (VDPA, Part II, paragraph 71).
Following this and in response to the recommendations by international mechanisms, a roadmap for the development of NHRAP was prepared and adopted. The implementation of this consultation and policy development road map was supported by UNDP, UNOHCHR under the auspices of the Delivering as One and through the leadership of the National Coordination Committee.
The first National Human Rights Action (NHRAP) plan for Tanzania is now developed, as well as a Monitoring and Evaluation Framework, and both are still awaiting cabinet approval. The comprehensive NHRAP seeks to establish a culture of human rights in the United Republic of Tanzania. Its main goals are to protect and promote the inalienable rights provided by the Constitution of the United Republic of Tanzania and the Constitution of Zanzibar, and to guarantee human rights according to international agreements entered into by the State.
Duties and Responsibilities
Creation of data collection system
  • Review the NHRAP commitments and the activities to be reported on by link officers
  • Carry out a desk review of relevant systems for the monitoring and evaluation of the NHRAP.
  • Initial targeted consultations with key stakeholders: CHRAGG, MoCLA, AGC and UNDP
Development of a scalable web based monitoring data system
  • Refine or Re-engineer, develop a scalable database
  • Develop data entry tools using appropriate technologies
  • Develop standard reports on agreed templates and provide tools for custom reporting
  • Develop client based querying tools for data retrieval
  • Ensure access to database for custom reporting and advanced analysis
  • Develop relevant import/export capabilities to pre designed templates
  • Develop client based export capabilities with Microsoft office, especially advanced Access, applications and Adobe Acrobat
  • Ensure daily database backup
Consultative process with CHRAGG and UNDP
  • Review the system and ensure that the reporting procedure for link officers is conducive to system input
  • Facilitate a practice session with focal persons within CHRAGG on an improvised report from a link officer.
Training of CHRAGG officers on the systems use and functions
  • Carry out two trainings for a pool of relevant CHRAGG officers to ensure clear understanding of how to use the system and how to train others to input directly.
  • Identify a focal person within CHRAGG to be responsible for the maintenance, report collection and updating of the system
  • Ensure that the second training builds on the first through interactive discussion and practical experience.
  • Create a short step by step guide on how to use the system as well as guidelines on reporting
The consultant is expected throughout the creation process, to ensure continuous dialogue with the Project Coordinator and UNDP on challenges and progress.

Required Skills and Experience
  • A bachelor degree in IT
  • A minimum of three (3) years of post-graduate professional relevant experience, successfully designing IT monitoring and evaluation systems
  • In-depth knowledge of the best IT systems to use for monitoring and evaluation;
  • Strong analytical skills;
  • Strong communication skills;
  • Proven ability to train Government officials in using IT equipment
  • Experience in working with NGOs and CSOs
  • An understanding of the Government of Tanzania's work and policies linked to human rights and the National Human Rights Action Plan is an added advantage

Reporting to the Senior Manager, IT Security, the Security Specialist will be responsible for innovation, implementation and support of systems that provide the tools for automating and securing the office environment throughout the KCB business.
Key Responsibilities
  • Provide access control permissions and rights to the various IT system applications
  • Review logical rights & permissions to system access on a quarterly basis with business heads
  • Harden the various operating, application and database systems.
  • Carryout risk assessment and advice management on potential risks during new system implementation    and business process re-engineering
  • Carryout core banking system security functionalities including but not limited to user management
  • Exploit security flaws and vulnerabilities with attack simulations on multiple projects working against specific client focused scopes of work.
  • Ability to perform vulnerability assessments and penetration testing, utilizing tools commercial and open source tools
  • Conduct penetration testing in line with Open Web application Security project
  • Monitor audit logs of applications, operating systems and databases
The Person
For the above position, the successful applicants should have: -
  • Bachelor’s degree in ICT or related field from a recognized university
  • A post graduate qualification in a related field will be an added advantage
  • Certification on any of CISM,CISSP, CCNA , CISA or CASP.
  • A minimum of 3 years’ experience in Information Technology with hands on experience in Active Directory management, IT Security on operating systems and databases (Oracle, SQL, Unix)
  • Working knowledge on network security and relevant network devices
  • Experience in TCP/IP networking including IP classes, subnets, multicast, NAT
  • Experience in WINS, DNS, and DHCP, Network troubleshooting
  • Experience in Microsoft OS and Server technologies
  • Experience in Remote access methods
  • Experience in Backup and disaster recovery methodologies
  • Experience in Patch management technologies and processes
  • Experience in Wireless protocols and services

Marketing Manager

Reporting to the Director Marketing & Communications , this position is responsible for driving the brand strategy and communication plans, and follow up on excellent execution of the same for the Business Units of the Bank,  as well as all matters related to the Corporate Brand.
 Key Responsibilities
  • Develop and implement best practice marketing and communication/ media strategies for key products/services based on quantified / qualified customer needs or industry trends. All plans much ensure brand positioning is clear, consistent & distinctive.

Senior Operational Risk Manager

Reporting to the Head Operational Risk, Operational Risk Department, this position is responsible for embedding an effective Operational Risk Management Framework (ORMF) within the Retail Banking Division to ensure all areas manage operational risks in a proactive, risk based and disciplined manner; the position also assists the Head of Operational Risk in governance oversight, over operational risk management from an end-to-end basis through the Group Operational Risk and Compliance (GORCCO); this position supports the Head of Operational Risk and Branch Managers to drive operational risk management disciplines that facilitate the balance of business growth with firm controls of risk and protect the achievement of superior financial performance.
Key Responsibilities
  • Ensure adherence to the operational risk management framework in the identification, assessment, mitigation and control and monitoring of risk. In this regards, ensure sufficient traction and follow through management actions to mitigate identified operational risks and Audit failures; escalating issues to the Head of Operational Risk, Regional Business Managers and Divisional Directors.
  • Analyze and consolidate the Group Operational Risk Profile, relevant loss and risk reporting to GORCCO, CRO and Head of Operational Risk and, ensure the accuracy and completeness of data
  • Ensure that relevant Group and Business policies are effectively embedded within the Retail Banking Division especially branches. Facilitate the design and implementation of Risk control self-assessment (RCSA) and related key risk indicators (KRI) and monitoring plans for compliance and operational risk management.
  • Risk review new business initiatives in products, processes and new markets through the New Product Approval process.
  • Ensure the Group business processes have a resilient Key Controls Framework.

  • Minimum of 6 years’ experience in operational risk management with at least 3 years in a risk management position.
  • Demonstrable experience in engagement with various Regional Service Quality and Compliance managers in risk identification, assessment and reporting from the departments and ensure outstanding operational risk issues and action plans are being undertaken.
