NATIONAL BLOOD TRANSFUSION SERVICE JOBS OCT 2013

VACANCY ANNOUNCEMENT 2013/14
Post: Zonal Manager (1 Position).
Duty Station: Zone Blood Transfusion Centre.
Reports to: Operations Officer.

Job Summary:

Manage, coordinate and monitor all operations NBTS activities in the zone.
Ensure the Zone meets its mandate on provision of safe, adequate and accessible supplies of blood to the regions, care of blood donors, safe transfusion practice and guidance to MOH on transfusion guidelines and policies. Delegated responsibility of Medical Director responsible for all consultative, clinical and medical related matters

Duties and Responsibilities:
1. Coordinating and supervising all zonal operations activities HR, finance, recruitment, counseling, collections, laboratory, distribution and interface with utilization and haemovigillance activities
2. Coordinates the development of annual Plans of Action for the branch and ensures it meets the objectives of the Service.
3. Responsible for monitoring the financial flows of the Center according to the budget and authorizes expenditures and payments for the zonal office.
4. M&E of all intervention strategies to ensure that they meet staff, administrative, financial and programmatic goals.
5. Achievement of critical indicators according to set targets in collection, counseling, collection, processing and distribution in compliance to regulatory specifications.
6. Monitoring and evaluation of operations; appropriate remedial actions in non-conformances and negative feedback from customers and stakeholders.
7. Monitoring procurement, inventory and maintenance of adequate resources and supplies relating to operations. 
8. Overall responsibility for the safety, performance, preventive maintenance and timely repairs of all equipment. 
9. Undertake regular monitoring visits to project sites as necessary
10. Serve as the contact of NBTS with government and other stakeholders at zonal level.
11. Liaises with other personnel in transfusion facilities in order to foster good public relations at all times.
12. Implementation and compliance organizational policies and procedures relating to collections, testing, processing, and storage, donor care and issuing of blood products.
13. Ensures staffs are trained on the job, competent and compliant to standard operating procedures. 
14. .Responsible for implementation of QMS in the department and complies with all relevant aspects of the Quality management system.
15. Educates and trains hospital and other health care professionals in the handling of blood products and in promoting the appropriate clinical use of blood.
16. Prepare monthly status reports on programmatic and fiscal progress of all activities and other relevant activities within the zone and forward same to the HQ
17. Attends relevant medical and scientific congresses in order to keep up with contemporary best practices and wherever possible present papers of interest to the medical and scientific community of Tanzania and beyond. Handling of all consultative clinical matters related to care of donors as directed by Medical Director.
18. Performs any other duties as directed by the Operations Officer.

Required Qualifications
• Holder of Degree in Medical health cadre from any recognized University/institution. Must have successful completed one year Internship programme and registered with professional board.
• Three years working experience in the field.
• Must be computer literate.
• Age below 45 years.

Post: Phlebotomists (2 Positions).
Duty Station: Zone Blood Transfusion Centre (Morogoro, Mtwara)
Reports to: Head of Blood Donation/Team Leader.

Job Summary
Verifies donor identity before performing phlebotomy on all collections from donors; responsible for collection of blood that meets specifications for intended purpose while demonstrating donor care and vigilance against adverse reactions to blood donation

Duties and Responsibilities:

1. Performs phlebotomy at the centre and at mobile sessions.
2. Replenish donation equipment and consumables prior to donation session to avoid stock outs.
3. Demonstrates customer service at all levels of interactions with, community members, staff and provides for safety and comfort of donors.
4. Responsible for the final verification of donor identity, correct allocation and labeling of donation bags.
5. Responsible for undertaking venepuncture of donors and all documentation in accordance with the Standard Operating Procedure.
6. Reports to Team Leader any occurrence that indicates that product quality may be compromised.
7. Compliance with safety and housekeeping procedures
8. Carries out counseling duties whenever required to do so.
9. Any other duties as assigned by Team Leader.

Skills and Knowledge

Competence in word processing and spreadsheet skills, Phlebotomy and counseling skill; management of adverse reaction and CPR skill ; ( Cardio-pulmonary resuscitation) (Good communication skills; professionalism; Planning and coordinating skills;Good interpersonal relationship; team building
Entry Standards

Registered General Nurse. Medical or clinical qualification /degree; 2 years experience in medical environment ; health facility, General knowledge in Blood Transfusion Service, Knowledge of Health and Safety Valid registration with Medical Council

Post: Counselor (3 Positions).
Duty Station: Zone Blood Transfusion Centre (Dar es Salaam, Lindi and Tabora)
Reports to: Head of Blood Donation/Team Leader.

Job Summary

Have a duty to select blood donors with low risk of TTIs counseling, Pre-test counseling and educate blood donors on risk factors; and safeguarding donors safety from contraindicated donation and will be in charge of performing and supervising all matters pertaining to pre and post donation counseling duties in compliance with Standard Operating Procedures.

1. Performs donor TTI risk assessment for suitability through health and physical check; and medical and socio-behavioral assessment using standard donor history questionnaire in a confidential manner
2. Pre-donation Counseling to all prospective blood donors to help them make an informed decision on donation. psychologically priming for the outcome of test results
3. Educate donors to live a healthy lifestyle and to clarify myths and misconceptions.
4. Coordinate, schedule and provide post donation counseling to all donors, regardless of test results outcome, before subsequent donations;
5. Deferral and referral of both unsuitable potential donors and TTI positive donors for care and continuum
6. Monitoring and evaluation of counseling activities and implementation of appropriate remedial activities.
7. Adherence to SOPs and implementation all relevant aspects of the Quality management system and safety procedures.
8. Compliance with safety and housekeeping procedures.
9. Be conversant with and carry out phlebotomy and other relevant duties as assigned by Head of Donation.
10. Demonstrates customer service at all levels of interactions with, community members, staff and provides for safety and comfort of donors.

Medical or clinical qualification /degree ; valid registration with Medical Council 3 years experience in a counseling General knowledge in Blood Transfusion Service Knowledge of Health and Safety Valid registration with Medical Council.

Position - Assistant Lab Technologist

Job Summary: To carry out blood and blood products processing and testing to ensure timely availability and distribution of safe blood and blood products to transfusing facilities.
Reporting: Head of Laboratory Unit
Duties and Responsibilities:
1. Performs all laboratory tests.
2. Receiving and inspecting incoming blood from collections.
3. Performs component production.
4. Labeling, storage and distribution of blood and blood products to transfusion facilities.
5. Prepare and maintain stock of the in-house reagents required for laboratory testing.
6. To advise Laboratory Head when stocks of reagents and consumables are approaching minimum stock levels.
7. Carrying out disposal of nonconforming blood and blood products according to procedures.
8. Maintaining records and data collection according to procedures.
9. Performs user preventive maintenance schedule for all equipment;
10. Implementation of QMS in the laboratory and complies with all relevant aspects of the Quality management system.
11. Responsible for identification, reporting and handling all non-conformances
12. May be assigned to perform blood donation activities.
13. Recording and daily monitoring temperatures of all blood storage devices and responds to all alarm activations.
14. Carrying out quarantine and release procedures and disposal of nonconforming blood and blood products
15. Performs user preventive maintenance schedule for all critical equipment;
16. Compliance with safety and housekeeping procedures
17. Demonstrates customer service at all levels of interactions
18. Carries out other tasks as may be assigned from time to time by Head of Laboratory Unit.
Skills and Knowledge

Medical technology training, Experience in a diagnostic laboratory is required, testing methods, computer, safety and quality management skills .Exposure in a BTS laboratory would be an added advantage
Entry Standards

Diploma in Medical Laboratory Sciences, at least 2 years of experience. Registered with Medical Laboratory Practitioners Council
