The Ministry of Health and Social Welfare (MoHSW) in collaboration with Centre for Disease Control end Prevention have established the National Health Laboratory Quality Assurance and Training Centre (NHLQATC). The main function of the Centre is to provide Leadership in HIV / AIDS related laboratory tasks to support the ongoing HIV / AIDS Care and Treatment and specifically in technical assistance, so as to ensure highly functional and operational health laboratory testing systems.

Position: ICT Officer –Two Posts 

Position Description:


Responsible to:The Laboratory Manager - NHLQATC
Qualifications and Experience:
Holder of Degree or Diploma in Computer Science/ Computer Engineering or Full computer Technician Certificate from a recognized institution.
Duties and Responsibilities:
To perform equipment repair, diagnosis and resolution of software and hardware problems;
To perform all functions required to prepare and install software to computers and related equipment, including connections to the data and voice communications network;
To report faults and undertake some minor maintenance To train users in the basic operation and maintenance of computers and related components;
To develop system specifications, write and test programmes and compile support documentation and manuals;
To evaluate requests for computer services, develop alternate proposals and recommend new applications,
To perform other related duties as assigned by the supervisor.
Knowledge and skills:
Knowledge of computer hardware and software
Ability to prepare and install computer software and related equipment
Knowledge of voice and data communication networks Ability to communicate effectively and conduct training

Position: Receptionist Cum Data Clerk – One Post

Responsible to:The Laboratory Manager – NHLQATC
Qualifications and Experience:
Holder of Form IV National Examination certificate with credits in English and Kiswahili and must have a certificate in Front Office Operations from a recognized institution. Must have good communication and interpersonal skills and a pleasant personality with a working experience of at least three years. Knowledge of computer applications is compulsory.
Duties and Responsibilities:
To receive visitors
To keep office visitors register
To receive and distribute internal telephone requests To direct office visitors
To receive external telephones and distribute to appropriate officer To enter laboratory data in a computer
Any other duties assigned


Position: Laboratory technologist-Four Posts

Responsible to:The Laboratory Manager - NHLQATC
Qualifications and Experience:
Ordinary or Advanced level of secondary education
Holder of Advanced or specialized Diploma in Medical Laboratory Technology or equivalent in one of the following Laboratory disciplines:
Parasitology (1), Clinical Chemistry (2) and Haematology (1).
Duties and Responsibilities:
To perform routine and specialized laboratory tests and ensure timely results reporting.
To maintain high standards of laboratory quality systems
To develop and standardize laboratory testing procedures according to National and International Standards.
To establish and implement appropriate health laboratory biosafety measures
To work towards accrediting the NHLQATC with an internationally recognized accrediting body.
To supervise and train other laboratory staff.
To document all laboratory activities, prepare and submit laboratory reports to relevant Authorities
To prepare proficiency testing materials in collaboration with the Diagnostic Services section of Ministry of Health and Social Welfare Any other relevant assigned duties.

Position: Health Laboratory Assistant – One Post

Responsible to: The Laboratory Manager – NHLQATC Qualifications and Experience:
Ordinary or Advanced level certificate of Secondary education
Holder of Medical Laboratory Assistant certificate
Must be registered with the Health Laboratory Practitioners Council of Tanzania
Must have at least three years laboratory working experience Computer skills is an added advantage
Good written and oral communication skills in both English and Kiswahili languages
Duties and Responsibilities:
To maintain cleanliness of the laboratory, glassware and equipment
To keep record of preserved specimens, laboratory investigations and procedures
To implement appropriate health laboratory biosafety measures
To assist in the preparation of proficiency testing materials
Any other relevant assigned duties.


Position: Biomedical Technician – One Post

Responsible to:The Laboratory Manager - NHLQATC
Qualifications and Experience:
Holder of Form IV National examination Certificate with full Technician Certificate (FTC) or its equivalent from a recognized institution with at least five years working experience in a reputable organization.
Duties and Responsibilities:
To develop policy guidelines for maintenance of medical equipment, instruments and apparatus
To develop standard operating procedure manuals for maintenance of medical equipment.
To monitor and evaluate implementation of policy guidelines on maintenance of medical equipment, instruments and apparatus
To monitor the quality of medical equipment, instruments, apparatus for medical facilities.
To strengthen capacity of zonal workshops by providing technical and management support to maintain medical equipment, instruments.
To facilitate availability of spare parts for equipment, instruments and apparatus
To liaise with other departments, institutions, professional associations on issues relating to medical equipment. instruments and apparatus
To supervise, monitor and evaluate performance of zonal workshops To facilitate annual meeting of health care equipment personnel
To facilitate conduction of situational analysis for laboratory services.
