UNICEF ICT Specialist, P-4 needed

Purpose of the Position
The Systems Analyst: Connectivity, Communication and Collaboration is the Senior Architect responsible for ensuring that UNICEF makes an efficient and effective use of public and private Clouds in the areas of communications and collaboration. He/She collaborates with ITSS IT Operations as he/she devises strategies for the continued monitoring, maintenance and support of the global network components, connectivity solutions and communication and collaboration services.
He/She is responsible and accountable for
the optimization of UNICEF global network for the purpose of accessing the private and public clouds services used by UNICEF. He/She architects, standardizes, designs and oversee the implementation of innovative private/public cloud based communication and collaboration solutions, which include messaging, udio, video and web conferencing, advanced telephony, presence management, social networking, etc.
The Systems Analyst: Connectivity, Communication and Collaboration Works with UNICEF Programmes, Global Innovations, Regional Offices and Country Offices to leverage connectivity, communications, data collection and collaboration solutions for UNICEF Programme deliverables. He/She provides advice, guidelines and recommendations for optimal use of technology in pioneering activities with UNICEF Programme.
He/She participates in area relevant to his/her domain of expertise in the networks to which UNICEF participates. He/she foster Architecture Centers of Excellence outside NYHQ.
The Systems Analyst: Connectivity, Communication and Collaboration inputs are UNICEF business requirements, user needs, regulatory compliance, as well as an excellent knowledge of the market that he/she keeps up to date. His/her main partners are representatives of UNICEF business sections, Field ICT Experts, UNICEF Innovations Teams, UNICEF Legal counsel, TA`s Senior Architects, as well as other ITSS section experts.
Key Expected Results
  1. Analyze UNICEF business and regulatory compliance requirements, user needs and latest innovations (including UNICEF`s) in connectivity, communication and collaboration.
  2. Maintain public/private cloud architectural patterns expertise so that connectivity, availability, scalability, reliability, regulations and security considerations are fully assessed when addressing UNICEF connectivity, communication and collaboration needs.
  3. Strategize, architect, standardize design and oversee the implementation of a portfolio of novel communication and collaboration services that respond to the analyzed requirements. Architect, design, standardize and oversees the implementation of innovative connectivity solutions that support the portfolio of communication and collaboration services.
  4. Analyze technical, legal and commercial value of using private/public cloud services to extend new and existing communication and collaboration system lifespan and functionalities, most notably in the area of advanced telephony.
  5. Engage UNICEF Programs, Regional and Country Offices, UNICEF innovation groups for providing guidelines and recommendations for optimal use of technology. Assist in architecting and designing innovative connectivity solutions, communication and collaboration services geared towards Development through technology.
  6. Monitors innovations and technology trends and tendencies in the UN system, with a particular attention to OneUN and DeliverAsOne initiatives. Adjust accordingly the connectivity solutions and the communication and collaboration portfolio of services.
  7. Re-architect the UNICEF global networks, standardize network components in order to optimally deliver the envisioned connectivity solutions. Oversee the implementation. Deliver control interfaces to the IT Operations section and assist them in the release process. Perform third line support on all the product, solutions and service architected.
  8. Produce analysis and design documentation, Architecture Statements and other project artifacts, as required by ITSS PMO methodology. Mentor project team members in the core technology areas pertaining to connectivity, communication and collaboration.
  9. Oversee the establishment of standards in the area of connectivity, communication and collaboration for both UNICEF and OneUN initiatives.
  10. Engage in external, internal and interagency forums whether technical or non-technical to demonstrate thought leadership. Participate in relevant UNICEF social media.
  11. Foster Architecture Centers of Excellence outside NYHQ. Ensure knowledge transfer to ICT Service Center technical personnel.
  12. Oversees consultant activities.
Qualifications of Successful Candidate
  • Advanced university degree in computer science, information systems, or directly related technical field(s). Specialized training in the fields broadly applicable to the job is an asset.
  • Minimum of eight years of relevant work experience in network analysis, design, architecture development, implementation and monitoring, of which at least 3 years of previous experience with unified communication, online collaboration services, preferably cloud-based. Previous work experience in the area of network connectivity, unified communication, online collaboration for ICT4D programs in a developing country is highly desirable.
  • Previous experience of working with cross-functional projects is also highly desirable. Previous hands-on experience with Cloud services, including IaaS, PaaS and SaaS is considered desirable. Previous experience with Office 365 and/or Azure is considered an asset.
  • Previous hands on experience in a supervisory/managerial capacity would be an asset.
  • Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset.
